A state licensing portal now counts as a verification source, not a gap

When the only way to verify a license is logging into a state board's own portal, that now counts as real coverage — with the same playbook and reliability as any integrated vendor.

Some licenses can only be verified by signing into a state board's own website — there's no API for it. Until now, that meant a workspace whose only coverage was a portal login looked like it had a gap, and the requirement fell back to asking the candidate for a screenshot.

A portal sign-in can now be assigned the same way an integrated vendor is. It carries the same capabilities — license verification, exclusion screening, and more — plus its own playbook telling the AI agent exactly what to do once it's logged in and what a specialist should confirm afterward.
